The Materials Science in Extreme Environments University Research Alliance (MSEE URA) at Johns Hopkins University (JHU) invites applications for a Program Manager. MSEE URA has a portfolio of sponsored research and educational projects with a significant number requiring close collaboration with the Defense Threat Reduction Agency. MSEE URA?s research is focused on understanding, predicting, and controlling the behavior of materials in extreme conditions caused by weapons of mass destruction. The URA is expected to advance the types of materials that are capable of eliminating stockpiles of chemical and biological weapons while understanding and limiting the damage associated with nuclear blasts. Specific Duties & Responsibilities
The Program Manager is responsible for providing programmatic, business, and administrative leadership for MSEE URA.
The position will report directly to the MSEE URA Director and will be supervised by the HEMI Senior Administrative Manager.
Programmatic Management
Responsible for the overall program management of the MSEE URA which includes program planning, budgeting, contracting, subawarding, and reporting.
Assists the MSEE URA Director and Associate director in leading the URA.
Serves as the program manager and point of contact on the MSEE URA cooperative agreement, DTRA Postdoctoral Scholars Program, and various educational and collaboration research agreements.
Proactively works with core and matrixed HEMI staff including a Sr. Grants and Contracts Analyst, Administrative Coordinator, and Communications Specialist, to ensure the successful execution of MSEE URA activities.
Ensures MSEE URA is compliant with federal and university policies.
Works closely with MSEE URA funding agencies in the execution and maintenance of the MSEE URA agreements
Assists the MSEE URA director in proposal preparation and the development of program plans.
Implements MSEE URA initiatives as determined by the director.
Proactively develops short- and long-range strategic ideas and plans to guide the growth of MSEE URA.
Identifies funding opportunities by attending workshops, conferences, and engaging with sponsoring agencies.
Assists Principal Investigators with the successful completion of their projects on time and on budget.
Implements project management methodologies to ensure master plans and schedules are followed. Anticipates potential program challenges and develops solutions to mitigate challenges/risk.
Assist the coordination of external funding opportunities including federal lobbying activities and sourcing of sponsored opportunities.
Business and Sponsored Management
Oversees fiscal management of a $14 million multi-year budget.
Maintains monthly expenditure and invoice data to ensure the program is on track with federal benchmarks and financial execution goals.
Acts as a point of contact for all grant and cooperative agreement related questions and coordinates meetings with collaborators as required.
Works closely with HEMI business section to oversee annual budget planning and preparation, nancial analysis, projections, and reporting.
Supports proposal development, contract negotiation, and contract compliance in conjunction with the HEMI business section.
Responsible for identifying, promoting and building relationships between MSEE stakeholders within and outside Johns Hopkins, including corporate and community entities.
Builds and develops strategic partnerships with relevant federal, academic, and industry organizations.
Maintains and updates the Government and Corporate Affiliates Program partnering individuals and organizations.
Ensures principal and co-investigators meet all contractual requirements for sponsored research projects.
Performs subrecipient monitoring including the tracking of financial execution and review and certification of invoices from 17 subawardees.
Proactively establishes guidance and financial execution plans to meet goals.
Provides programmatic information in support of compliance and audit reviews.
Ensures timely responses for regular and ad hoc requests for information from funding agencies, MSEE URA leadership HEMI, WSE, and University administration.
Manages workforce development activities including the coordination of internal and external internships, fellowships, workshops and short courses, and other events.
Collects critical programmatic, workforce development, and collaborative data for all sponsored research projects.
Administrative Management
Works closely with the HEMI communications office to promote MSEE URA, its programs, its accomplishments, and to provide greater external visibility.
Provide HEMI communications direction to develop persuasive and well-founded written materials to support these aims.
Serve as the lead organizer for major events including the Annual Technical Review, Science Advisory Board reviews, workshops, short courses, and student symposia.
Lead editor for quarterly and annual reports, and the annual newsletter submitted to sponsoring agencies.
In coordination with the HEMI communications, ensures the MSEE URA website is maintained and updated.
Assists in the development of content for internal and external communications to promote the accomplishments of MSEE URA.
Coordinates regular meetings with principal investigators, postdocs, students, and government collaborators on MSEE URA projects.
Responsible for overall planning and executive of major programmatic reviews and events in support of center and sponsored research projects. Works closely with HEMI staff in the execution of these events.
Direct the administrative coordinator for coordination of student internships and apprenticeships, and events offered through the center.
Minimum Qualifications
Bachelor's Degree.
Five years related experience.
Additional education may substitute for experience to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Ten years of progressively responsible professional-level programmatic, administrative, or business experience.
Experience with federal awards and large (multi-million dollar, multiple organizations) cooperative agreements.
Strong understanding of the federal funding landscape including both federal appropriations and sponsored research programs.
Ability to manage multiple tasks simultaneously and implement strategies to meet stated goals.
